Otter Health Raises $8M Seed to Ease Prior Authorisation and Improve Quality of Care

HealthTech Funding: Washington, D.C.'s Otter Health Raises $8M Seed to Ease Prior Authorisation and Improve Quality of Care

Washington, D.C.-based Otter Health, which has built software to ease the friction between insurers and doctors, has closed an $8 million Seed round.

The Round

The round was co-led by Los Angeles-based Fika Ventures and Evidenced, with participation from Slow Ventures, Metrodora, CoFound Partners, Layout Ventures, Patient Capital and Semper Virens.

What Otter Health Does

Otter Health’s AI-powered, EHR-agnostic platform evaluates doctors’ prescriptions against evidence-based standards of care, helping insurers approve or reject treatment protocols and tests more easily. It helps payers and providers identify and reduce low-value, non-evidence-based care decisions in real time, through peer benchmarking and targeted clinician engagement.

Prior authorisation has long been seen as a hurdle to standard of care: it delays treatment and fuels disputes between doctors and insurance administrators. Otter Health says that by giving both sides a shared view of the “gold standard” for quality, it can reduce low-value care, improve outcomes and create a more collaborative approach to healthcare affordability.

Co-founder Keith Florance said: “Healthcare has spent decades trying to contain spend through administrative friction, creating a system that often puts payers and providers on opposite sides of the same problem.” Otter Health, he added, is “building utilization management and quality around real-time clinical intelligence rather than administrative chokepoints.”

The Problem in Numbers

Citing American Medical Association data, Otter Health says 93% of physicians report that prior authorisation delays necessary care, and 82% say it can cause patients to abandon treatment altogether. The company also estimates that more than 60% of low-value healthcare spending occurs outside traditional authorisation controls, representing millions of dollars in avoidable annual spending per 1,000 lives.

The Team

Otter Health was founded by Amol Navathe, a physician who previously co-founded Embedded Healthcare (now Clarify Health), and Keith Florance, a former Boston Consulting Group and Clarify Health executive. Navathe is a professor in the Departments of Health Policy and Medicine and at The Wharton School at the University of Pennsylvania. Florance holds a BS in Biomedical Engineering from Johns Hopkins University.

Kate Goodrich, executive in residence at Optum and former Humana Chief Medical Officer and Director of the CMS Center for Clinical Standards and Quality, said: “We have a great opportunity to support clinicians in the thousands of decisions they make every day. Creating greater visibility into evidence-based practice through guidance and tools can empower a more proactive and collaborative approach in supporting clinicians to deliver the highest quality care while effectively managing cost and improving access.”
